 Caitiff are rare; this isn't just true in Columbia, they're rare everywhere. Now rare doesn't mean unheard of, or even unknown, just rare. While there have not been any Caitiff that have taken up residence in the city some have passed through. Being a firmly held Ventrue city none have felt it necessary to remain for long. Which seems to be just the way the leadership likes it.
