Jazz, Picasso, The Charleston, Matisse; the arts are alive and well in 1923. Where then are all the Toreador? There's always been a small population of Toreador in the city but it is surprising to some visitors that with the strong Camarilla presence, specifically the Ventrue, that there aren't more Toreador. To be fair the city has no museums to speak of, no art galleries and only one theatre, hell the one theatre is the Elysium and is personally guarded by the few Toreador in the city. New Toreadors characters may be coming to inject a shot of the arts or High Society life to the city. Alternatively they may be drawn to the growing subculture in the city.
