The Ventrue rule Mid Missouri, it's an almost indisputable fact. Loreli D'entant helped found Columbia and has been the Prince of the city since one was needed. When she recently handed power to her child Albin Gossford she cemented the clans hold on the city. The Blue Bloods are the most populous clan and have their fingers in every pie available. Any new characters coming in may be interested in trying to get in on the ground floor of a city that has a lot of promise. In addition there is always the fact that Jefferson City is the state capital for neonates that want to try their hand at real politics.
